Public Sector Reform

In July 2009, the Government announced a major commitment to reform the public sector (view media statement). These reforms require significant legislative amendment, supported by changes to subsidiary instruments, policies and procedures. The reform is aimed at improving the flexibility and integrity of the public sector.

Amendments to the Public Sector Management Act 1994 are progressing as a matter of urgency to establish the Public Sector Commissioner as an independent officer reporting directly to Parliament.

In addition, the Public Sector Commissioner has been consulting on other matters affecting public administration.  

The forums held with chief executives, human resource management professionals, unions and other stakeholders along with submissions received in response to the Issues Papers released in August has helped identify a range of areas where the Public Sector Commissioner can influence reform.  

For 2009/2010, these Areas of Focus for the Public Sector Commissioner will be in the areas of:

  1. flexibility in recruitment and employment practices
  2. management of employee performance and exit arrangements
  3. improving whole-of-sector performance
